The challenge

Compliance challenges in infrastructure & construction.

01

Building and construction worker laws

Establishments engaging building workers fall under the BOCW framework, now being absorbed into the Occupational Safety, Health and Working Conditions Code. It covers establishment registration, registers, safety, welfare facilities and the construction welfare cess. We map what applies to each project and keep records inspection-ready.

02

Welfare cess and worker registration

The cess on construction cost and registering workers with the state welfare board are easy to miss when a project starts in a hurry. Missed cess or unregistered workers can mean assessments, interest and delayed approvals. We track cess by project and check worker registration.

03

Project-based sites, project-based compliance

Every new site brings its own registrations, licences, PF and ESIC sub-codes and displays, often under pressure from a mobilisation date. When a site closes, exit formalities matter too. We plan registrations against your project timeline.

04

Minimum wages by skill and state

Wages differ by state, zone and skill category and are revised regularly. A mason and a helper on the same site may sit in different categories. We update wage structures before a revision becomes a back-pay problem.

05

Safety, site conditions and labour camps

Work at height, excavation, scaffolding and cranes carry serious obligations: PPE, safety officers, training records, medical checks, accident reporting and welfare facilities. Labour camps add accommodation and sanitation conditions. We track who is trained, who is certified and who is actually on site.

06

Overtime, night work and weekly offs

Pour schedules, deadline pushes and weather delays stretch hours. Overtime limits, double-rate wages and weekly-off rules must match actual attendance, with proof.

Who we work with

The people we support.

01

Project managers and site engineers

Salaried, move between sites and often earn site allowances and project incentives.

02

Supervisors, foremen and safety officers

Manage crews, approvals and records, and need clean data, not extra admin.

03

Skilled tradespeople and equipment operators

Masons, bar benders, welders, electricians and crane or excavator operators, paid by skill category, by day or by output.

04

Helpers and general labour

The bulk of site headcount, frequently migrant and usually engaged through contractors.

05

Labour gangs and their leaders

Often manage and pay crews on the ground, with varying levels of paperwork.

Payroll, PF, ESIC, PT and Bonus: built for project cycles

Construction payroll is rarely a clean monthly number. Crews swell and shrink with the work, overtime spikes before milestones and people leave mid-cycle. Each variable touches a statutory obligation.

  • Provident Fund (PF)

UAN and KYC, joiner and exit processing, transfers between sites and monthly ECR filing, with a consistent, defensible approach to how allowances and overtime count in PF wages.

  • ESIC

Many site workers fall within the ESIC limit, and overtime can push earnings over. We monitor eligibility, file returns and help set up coverage and sub-codes for project sites correctly.

  • Professional Tax and Bonus

PT slabs and due dates vary by state. Bonus eligibility, ceilings and set-on/set-off are calculated correctly, with registers and returns in order.

  • Gratuity and project-linked employment

We track service, calculate liabilities and advise on how the Labour Codes treat fixed-term and project-based employees.

  • TDS on salary and contractor payments

Monthly salary TDS and Form 16. For contractor and subcontractor bills, we apply the right withholding and keep documents ready.

  • Overtime, skill-based rates and piece-rate pay

Computed on the correct wage base with working papers, so a worker's query gets an answer in minutes, not weeks.

Contractors and subcontractors: where shared work becomes shared risk

Construction runs on contractors, often several tiers deep: main contractor, specialist subcontractor, labour supplier and gang leader. When a contractor falls short, the principal employer often answers.

  • Contract labour compliance

We check that contractors hold valid licences and that your principal employer registrations are current, and track how this moves into the new Labour Codes.

  • Interstate migrant worker obligations

Where contractors bring workers from other states, registration, recruitment records, journey and displacement allowances and wage parity may apply. We check these are understood, assigned and documented.

  • Wage disbursement verification

We check bank transfer records, wage registers and attendance against the headcount actually on site. This matters most when gang leaders pay in cash.

  • PF and ESIC remittance checks

We confirm contributions are deposited for the workers deployed at your sites, not just a sample.

  • Payment-linked compliance

Running bills, retention money and final settlements tied to compliance evidence, so verification isn't an afterthought.

A Principal Employer cannot contract out statutory liability: if the vendor defaults, the PE pays first and recovers later. This checklist shows how to verify licences, remittances, wages and amenities before you approve an invoice.
